I read a bit way too much on the internet. I remember reading something from a sniper somewhere, where the sniper said you go out to kill people in the hope of saving lives.
Which rather sounds like that line from a B movie I can't remember; about killing one person to save a 1000.
I can see Ian looking at his sniping in that way; certainly with Crytal Hoyle. She wasn't stopping in her killing, the best way to protect the public was to kill her.
I was thinking that also means Ian has to have a lot of trust in his commanders, SACs or what have you. Lot of trust that they are giving him the right information for the target kill.
