Edgerton goes out and turns a person into a target only when there's an important reason to do so, but he still does it. It's probably even the right choice, which mostly means that the alternatives suck.
Anyway, the trust factor is true for a lot of careers, but pretty much all of the military. You have to trust your comrades, but at least you know them and build that trust personally. You also have to trust your commanding officers, and their commanding officers, and theirs, and theirs, and theirs, all the way up, and those you just have to take on faith. It's an oddly pervasive amount of faith in the humanity in a career that would imply a distinct lack of faith. I don't really understand the military mentality.
