I can imagine Oz calmly playing backup to a band in some club that the rest of the hackers hang out in, which would be a nice way to get them all in the same social circle without actually trying to make Willow punk. Maybe they just dismiss Willow entirely until they see her looking completely out of place in this traditional hacker bar being a fangirl to one of the musicians, who's pretty odd in his own way.
If Willow needs to detox from magic maybe she needs someone around to be moral support and Oz was the perfect choice. After all, he has to stay very much in control of himself in order to keep his wolf under control and also they can then talk computers to distract her.
Maybe part of the problem is that Willow really is demonstrating withdrawal symptoms which would make the government (even a sympathetic Riley) rather nervous. Meanwhile the hackers are sort of skirting a drug culture themselves so probably really disapprove of anyone who is apparently a druggie rather than a hacker.
I can't remember the names of those oriental guys either, but they should definitely be the ones who look at our hackers and go "why are you complaining about your computer science class? I almost thought of enrolling in highschool again just to get to talk computers with the Red Witch. Although we've heard WolfWitch has been active recently and that is even more interesting."
And the hackers are like, "Wait, Miss Rosenberg is elite?!?"
Maybe the government should just be an added complication to a different plot. Maybe Willow and Oz are trying to hack Wolfram & Hart? And inter-dimensional law firm must have some rather extreme protections after all.
It's a hacker battle between Willow/Oz and Wolfram-Hart, the government is looking on nervously from the side, and then our hacker guys get caught in the middle thinking they were just punking a teacher...
