Magic would be the only explanation that makes sense, because most Immortals are very paranoid and having someone follow them would raise a few flags... and in a time where murder was everyday stuff only absolute secrecy could aide them... I read somewhere that in old days the Wacthers had Medallions that identified them to other members of the society so maybe it had something to do with that only when the society grew to big they couldn't keep up the production of the magical ones and instead switched to the tatoo.
I agree the Hunters wouldn't be a very new thing, anyone who had to wacth those really evil ones likely tried to organize a beheading when he could get the backup and/or a 'good' immortal to do it for them (which might have led to discovery of the dark quickennings) Joe as evil? It does sound interesting especially because I don't think I ever saw that done.
I can see that, and the Watchers suddenly realize that the guy is a lot older than they knew since many of their legends and tales say Methos is 5,000 and they forgot to take into account the date where those rumours started or when a chronicle was written when they were translating it... it might have been a mistake made by the Methos team that worked on those records in 1980s or in some other even older period....
