Yeah, I agree. I get a definite family type vibe from them. There's love, but it's not sexual. And as much as Tony likes sexual humor, I think it would weird him out to actually be in a sexual relationship with any of them. Even Abby would probably avoid anything truly sexual even if, as far as I can tell, she finds sex a fun activity without particular meaning.
On the other hand, I think the fandom version of the characters can be 'ship'd. I've read some great Gibbs/Tony stories that work for me because the stories are well-written and the characters well-rounded even if they don't match my idea of the canonical characters. They're still fun characters.
I have more issues with Methos/Duncan stories. The authors will use a different interpretation on the characters than I see, which is fine and good, but they tend to take the characters in a direction that I don't care for. (There is no way Methos would have survived if he were secretly weepy and vulnerable and all that crap. I can see Duncan with either Hugh or Amanda, but I can't see Methos with any immortal other than one of his brothers.)
