Heh. And M would question his report and generally be deeply suspicious. Bond would finally cave enough to say, Look, it doesn't have to do with national security unless we make it, and we should really write off 005 as having died from stupidity. M would consider this and nod, because she didn't get to the position she was at by provoking unnecessary conflicts, and sometimes you just had to trust in your agent's discretion.

It's more than a bit of a spoof. The main guy is a low-level hitman in Gotham with x-ray vision but no other superpowers, and the story is about the thugs that make Gotham dangerous without being high profile enough to attract superhero attention.
But there's one scene in which our protagonist is escaping through his girlfriend's window because her family drops by for a visit, but the fire escape breaks off and crashes him into another building where a big drug deal is happening, and it all goes down hill from there.
Despite the issues involved it is side-splittingly funny. Or maybe because of the issues involved, and I like black humor. :-)
