And it's really quite frustrating for the various programs HR department because they've been told to keep the Mafia people out of the programs and yet, they really are some of the best candidates for the jobs. They're competent in their chosen fields, used to dealing with powerful and dangerous people, used to danger in general... Eventually the programs give up and just accept that a few of their top specialists will have split loyalties. At least the loyalties are all Earth-based.
I think you're quite right about Daniel. The journals aren't quick translations or of immediate military value (other than occasionally being graduate work in military strategy) so he doesn't work on them as his primary task. But during breaks or when he wants to relax after dinner, he'll settle back with a beer and a journal.
